'Rules Are Rules' by Bill Bowler is a funny and clever short story for young readers. A man comes to the office to get a license for his monkey. He meets Pam, a strict worker. She thinks that rules are very important. She makes him get ticket number 68, wait for his number and fetch another ticket for the monkey. Pam always talks on the phone to her friend Tom. She ignores the man and his questions about the license. He needs a PM624 form and Pam sends him to Room 563. But it is the same room with a new sign! The man is angry. These rules and delays are terrible! He starts crying when the office closes at five. This play with simple words is great for kids aged 8-12, who learn English. Its humour and absurd rules show silly systems.
